No shuttle departs without a confirmed headcount. The greeter checks each passenger against the manifest before boarding. If 12 of 14 assigned passengers have boarded and the remaining 2 are on a delayed flight, the shuttle departs and the delayed passengers join the next rotation. Every seat is accounted for.
